عبدلوکیل سوله مل، عضو هیئت داوران بخش پشتو در دومین جشنواره ادبی اکرم عثمان است.
عبدالوکیل سوله مل شینواری، در ولسوالی هیسکه مینه ولایت ننگرهار در شرق افغانستان در سال ۱۹۶۳ میلادی به دنیا آمد.او تحصیلات ابتدایی و ثانوی خود را در جلال آباد به اتمام رساند و برای تحصیلات عالی به شوروی سابق اعزام شد. شینواری، ماستری فوق لیسانس خود را در رشته تعلیمات نظامی دریافت کرد و سپس سال ۱۹۸۷ به افغانستان بازگشت . جایی که به عنوان آموزگار در انستیتوت نظامی وزارت دفاع افغانستان مشغول به کار شد.
در سال ۱۹۹۴ او به عنوان روزنامه نگار، با اتحادیه نویسندگان آزاد افغانستان در شهر پیشاور مشغول به کار شد و در سال ۱۹۹۵ ازین کار کنار رفت و به جمهوری اسلواکی مهاجرت کرد و سپس به انگلستان مهاجر شد.
از شینواری، مقاله های تحقیقی و آکادمیک بسیاری منتشر شده است. همچنان که نوشته های سیاسی و ادبی او در مجلات و ژورنال های مختلف در داخل و خارج افغانستان منتشر شده است.
شینواری به زبان های پشتو، دری، روسی و اسلواکیایی مسلط است. در کارنامه ادبی او هفت مجموعه داستان به پشتو با نام های ، قلعه قدیمی، پنجاه میلیون، آرزوهای گمشده، پالنګ ازخار، زندان دګر، یادها وزخم ها منتشر شده است و دو مجموعه جدید داستان ها آماده چاپ است. در کنار این دو کتاب :پنجاه میلیون و قلعه قدیمی از او به زبان انگلیسی و همچنین کتاب هایی به اسلواکیایی ، اردو ، فارسی و هندی ترجمه و چاپ شده.حالا او روی مجموعه نمایشنامه ها و رمانی بلند کار می کند.
